Report a translation problem
I found a workaround for cities that rely on barges (i.e. island maps). I subscribed to these mods:

(River Cargo Harbor) https://steamcommunity.com/sharedfiles/filedetails/?id=878692125
The second one isn't actually needed but looks like and fits into the space of the barge harbors. It is actually a regular but smaller harbor. Important: You have to replace the ferry lines with regular ship paths then plop this or another harbor so that it connects to ONLY THIS SHIP PATH (otherwise it might spawn import or export vessels). Using vehicle selector, you can now force this harbor to be restricted to barges.
While the regular harbor (and the river cargo harbor respectively) do not feature a built in warehouse, the connection does work and I have once again barges travelling between my islands.

I do hope they include some sort of small-scale cargo solution in C:S2, as some of the maps seen have many islands, and cargo harbors are big and expensive while cargo train stations require rail and otherwise road, winding over all (or, I suppose, under) those lovely vistas.
So much nicer to have a small low-cost barge/ferry (if ferries carried cargo trucks - hint, hint) pier, with the barges carrying intra-city and export cargo to the "mainland".
Thanks to BloodyPenguin for providing a glimpse of "what could be", if they only choose to implement it.
And it's still listed as compatible in the Hubs & Transport compatible mod list and in Skyve. That should definitely be corrected. That's why there is the compatible mod list and the compatibility report in Skyve.
But it's a mod, and mods aren't guaranteed to be forever. Was fun while it lasted. But if the only kind of game possible going forward is "big giant city" builds -- well, that's why I stopped playing some years ago. I have no skyscrapers on my maps, and neither did my home city. It's not my thang... :-)
The Trains were fixed, this is just the mod needs fixing.
I see Barge->Cargo Ship as Cargo Truck->Train/Ship. They were ways to get smaller (1k-5k) waterfront population centers to have cargo connections, especially to export:
Truck->Barge->Truck->Train/Ship(Export).
Ah, well, we'll see. I guess I'm an oddity that I like this game, but not big cities. My last (and now unworkable) map had no population centers over about 20k, many under 5k.
For now, I'm back to playing Foundation. Nice change from C:S, in that you place buildings and the villagers make the paths between them (as opposed to placing roads and buildings appear).
I imagine CO's focus is on printing new money i.e. City:Skylines 2.
Well now that being the case they're not getting my money any time soon. A number of the DLC's I purchased were really only for the 1 thing they contained i.e. Ferries and Bicycles/Cycling and Trams etc,,,

So: Could Barges be the first "must have" mod for C:S2???
Your cargo/passenger trains have nothing to do with the Barges mod. Please follow the Treasure & Hunt compatible modlist.
Current situation is (reportedly due to a game change) they just don't spawn barges ever.
In a new game, I had two simple barge harbors; neither generated barges. Taking your suggestion, I replaced one, then both, with Westhafen Lagerhalle harbors. Still no barges. I'm confident the ferry paths are working: I added two ferry stops and a depot, and drew a ferry path through the path the barges should take; that works. I've also checked with TMCE's "Path Debugging", and there's a consistent goods path with the ferry path and harbors.
One of the harbors is a remote village with no rail/road access and an overflow of Goods, so it's not that there's nothing to transfer.
So, sadly, still no barges for me.
