Some people can get issues on Windows 10 it seems, Apparently this can fix it if you don't have this already, Steam ''addon support'' You get steam addon support from your steam ''tools''.

Strange, I can't imagine how that'd effect anything as its a texture replacement.

Sadly only you, Do you have any conflicting mods, When you go into the addons menu in L4D2 is its name White and ticked? :)

I wish I could do them, I'd so have the Machete as Gold Saws blade and the Fireaxe as the Scythe :c Might look into trying it actually...
