if paradox wants me to use 'industrial districts''...THEY CAN STOP MAKING CONTRIVED LIMITS for what number of each kind a planet can build...
if its a 16 size planet , its my empires NEEDS that decides if i turn it into a smog filled hell scape of fire and founderies , or a cute little garden world growing more peaches!.. urgh... paradox as always one good idea... moronic implementation and bashing its mechanics up as much as possible to make contrived excuses for dlc's down the line..
