This with that other that adds more samurai armor mixes perfectly.
@Dawud Sandstorm In Kenshi material is not what determines an armour type in the game (see Heart Protector) and seeing as it has positive multipliers (which most light armour types tend to have) I think it fits that it is light armour. If anything, I would alternatively consider it being medium, due to how hybrid it feels.
@Jeriko06 It is only right that it hinders stealth, imo. The Assassin's Rags are more sleek and suited for assassins/thieves, etc. while this armour seems more for Berserker types, and with clunkier metal plates on the arm that make a lot of noise.
Where masterwork version can be found? Specialist?
I believe upping chest from 40% to 70% would be great. This way chest protection from this armor will be the same as stomach protection from samurai leg plates. Fighting dressed like this still will be pretty dangerous but at least not every fight will end with broken rib cage.

Dependency would be preferred, but if it's a compilation of multiple workshop assets then just go ahead and use the assets directly. Feel free to make edits or change who spawns with it if you're making a more sizable overhaul. But yeah, go for it.

Alright, addressing all of your recommendations top to bottom:
Both armor sets don't have enough coverage to offer meaningful protection to begin with, and aren't meant to. Chest coverage is arguably more valuable because it offsets the hitrates for non-human races like hivers and standard skeletons who have lower stomach hit chances. If I did give the swordsman's rags more defense they still wouldn't be as good in general as more rounded body armor like the WPJ or Conscript's Leathers, and if I gave the swordsman's rags more coverage it would make no sense and defeat the purpose somewhat.
Martial arts will already deal more damage than most meitou-grade weapons at around 60-70 skill, and are already absurd.
The only things that really matter on the assassin's rags are the combat speed and the dexterity bonus, maybe the dodge bonus too but block is far more reliable. Dexterity is generally overrated because the vast majority of swing speed comes from meeting the strength requirements of your weapon, and block speed isn't that important without multiple attack slots.
However, I acknowledge that it's a fairly under-powered armor. I envisioned it as being crappy and scrappy and used by outlaws but I'll likely buff it to make it more useful for the fellas who want to go lone warrior against the UC since that seems more popular. Stay tuned.
I would recommend, buffing the combat stats to Martial Attack being 8 and combat speed being 1.10, and fist protection to 20%. Been testing out myself and I feel like they really make the armor a lot more viable. Also highlights the niche for both respective armor pieces (Swordsman armor being for more berserker type fighters and swordsman rogues being for more stealthy type fighters).
I'd prefer you made my armor a required mod if possible. But otherwise it's fine.

It impacts the "looks like a slave" parameter, so don't wear them on the run as an escapee. Otherwise it might just impact dialogue and have nobles call you a loser but that's not confirmed. It shouldn't matter in most cases.
