That seems unbalance to me.
As for the UI bug, sorry but I do not have it personally--if it's related to the new DLC and associated UI / features, I do not have and don't plan to buy the DLC in the near future so I can't fix this at the moment. You can always turn this mod on and off in the middle of a save without consequences, so if the UI bug is annoying you I'd recommend doing that.
1. find the title manager code in the window_title.gui file in the current install of the mod. (You can ctrl+f "title manager" to find it). Copy those four or five lines of code.
2. Make an empty mod and copy over the entirety of the title manager mod to a new folder. I would advise using the "create mod" button in the launcher as it handles the setup and config for you.
3. Take the window_title.gui file from your 1.15 install (i.e. the one in steamapps/common/Crusader Kings III/game/gui), and replace the file you copied over from the mod, in the same location.
4. Paste in the four or five lines of code from step 1 into the window_title.gui that make the title manager mod work.
That should work, good luck!

Mod works fine for me.
The only time compatibility is an issue is when the game itself is updated.

Consolidation doesn't work for counties -- baronies are not able to be transferred de jure with the code that I use. I'm not certain it's possible to be done at all. Please make sure you're looking closely at the description (which notes it's only possible to consolidate duchies, kingdoms, and empires).
As for your second issue, I'm not sure I fully understand. My code doesn't create new titles, nor does it transfer the actual title holder. It just changes the de jure title structure. If that's what you're seeing, then I think everything is working as intended.
The code is updated for the latest update and the hotfixes have not changed anything--I just tested and everything works fine on my end. If you still have issues try reinstalling the mod.
