You need to either select the mercenary company government form in the nation designer, or select the "Release Mercenary Company" decision and select the option to play as them. You can also use the command "tag e00" or "tag e01" etc to play as a mercenary company that has been created already

You can only raze when you have mercenaries?

I tried testing without various DLC's but it looks like you should always get the choice of republic, monarchy, theocracy, or horde after working through the gov't reforms. Do you only get the choice of horde?

can you please add some sort of ending government reform? sometimes steppe nomads is not what i want
