Paperclip

The first is making it easier to use the needle while sewing because twisting the paperclip onto itself like you mentioned would cause a rough edge/blockly surface that would snag on the fabric that you were sewing on each pass of the needle and thread. Which would be pretty annoying I would imagine and would limit the usefulness of the needle.
The second is that both DuctTape and StochTape have the same item find chance in the games distribution tables. So you are essentially swapping out one uncommon item for another which makes it an equal exchange. This, importantly, keeps the vanilla spirit/feel because you don't get an important item for free, but for the trade off of maybe not being able to repair a weapon at a critical moment.
