multiply the speed of actions. so you mine for half the amount of time to get one ore, for example. and yes, this mod only speeds up those *actions*.

the "2x experience gained" is for every *skill* the character has (so they level up dexterity, strength, etc. twice as fast).

@Fedis it is a Global modifier so it should indeed affect all characters in the game, including NPCs.
