I think the creator of the Intersection Marking Tool might be working on (or finished already? I haven't checked mods in a while) a way to re-mark segments.
It's based on the DOT guidelines of: "Broken lines should consist of 3 m (10 ft) line segments and 9 m (30 ft) gaps."
