You could spawn it using
gm_spawn models/kiwontatv/ghost_busters/emf_reader_k2.mdl
in your console. Keep in mind: Its only a prop and does nothing besidies havins skins for the different levels

Well, I cant really turn it into a SWEP because it sstill wouldn't do anything. I can't make it functional without maps/conecpts etc.

There are no ghosts in gmod by default. Its just a simple prop.

I can't find this item anywhere other than in the models directory as a standalone prop, and the listed hotkeys don't do anything. Is this an item? If so, where would I find it in-game?
