I think you can try searching to your CK3 install folder with FindInFile, finding the 'can_be_granted_titles_by' section from the original CK3 version, copying it, pasting it into this mod folder, and modifying it. If you look at the previous comments carefully, you'll get a rough idea of where to modify it.

This mod was great. However, it is still incompatible with current version with Roads to Power DLC. I can’t grant title to opposite gender using administrative government. Using previous version and feudal government, I could grant title to opposite gender. Please take a look. I wish I could use this great mod.
Nah, I just don't feel like playing CK3 right now. Actually I have enough of money and time. At the moment, I'm pretty enjoying Cities Skylines. I also updated the administrative government, so please check it out. xD

I will update the mod over the weekend. It takes all day to test, so I'm a bit tired to do it on a weekday evening after work. I'll update this as soon as possible this week. Since it's a simple mod, I expect it to work well, but I recommend you stop using it for a while to make sure it's accurate. :)

Due to the mod is simple that it doesn't crash well just because the game is updated. Thank you for letting me know, and I will update it asap.
Of course that might be aesthetically brilliant, but basically I think this is more of a cheat mod. Just as only the human player can exceptionally matrilineal marry regardless of faith, it is a mod that allows the human player to exceptionally grant the title to female. Thank you for your good opinion, but I have no intention of changing the format.
