I think it's not bug, quick healing activate "only once" every survivor.
If quick healing is allowed more than once, first aid kit trolling may occur.

I found a bug that once you heal yourself and activating this mod, you can't use quick heal yourself twice except your followers. Can you fix this?

hmm ok..
I have never used it, but I have seen a plugin called fast heal.
and the problem is i'm not have account of allied modders and i can't coding with source pawn language XD

Anyway, I’m happy with it if it helped a little. enjoy l4d2
