@Cornflower Highest priority is first spot, IIRC.

I put this in the last spot in the load order. That's highest priority, right? Still didn't work.

You may also try giving priority in mods list based on your requirement.

Try to find out which other mods change realm_laws file in laws folder and merge the code of both files.
