/game directory/common/countries/country_name => find the color parameter and change it to an RGB value you like. Be careful and restore the file to its old state, as any change to that file, which also contains stuff like the technology group of a country, is considered cheating and disqualifies you from Ironman and multiplayer. So either back the original up or make a togglable mod. To make a mod, you have to make a zip archive and then treat it as if it were the game directory, putting inside files that you would normally replace the default ones with. Then, according to a template, you create a "mod" file with the same name, containing stuff like the mod's title, whether it requires other mods, etc, and put both files into ~/Documents/Paradox Interactive/Europa Universalis IV/mod/. This should cause the launcher to display your mod and you should be able to tick it. If you have it enabled, you can from the main screen go to the DLC menu and upload it to the workshop.
So it would seem, that actual color should be something between Jaluchodonozor's red and pink in EU IV. It looks fine with this red though.:)
