Well, I am a fool, turns out I have already done that in the the "Great Kings and High Kings" mod, so perhaps that might work for you.
Well every empire title is a High Kingdom when Tribal... but I have been thinking about turning West Slavia into a Great Kingdom in my "Great Kings and High Kings" mod I might actually get around to do that in the near future.
Of course, then there's that I have no idea how I would actually make it a game rule. So it will probably never happen, sorry.
But yeah I think for these 2 empire titles it make sense as they're celtic/norse. Latin groups having the empire makes sense.

Would it be possible to do a version of this that works for custom Empires (maybe via a decision)?
I am really happy to hear that other people enjoy using this as well :), it is just a tiny thing, but it always broke my immersion that it was absent in the game.
I just tried to create both titles in debug mode and none of them had any "the" in their names, so I am not really sure what the problem is.
