I've mostly given up.
Back in the day I proposed that CK3 (and EU4) cultures worked as gradients on big culture types like CELTIC or ROMANCE or GERMANIC. So, take Norse, it would be Ger10 and very low numbers on the rest. Take Norman, it would be Ger5 and Rom5. Take Frankish, Rom7 Ger3. Etc. Opinion of characters wanes or waxes depending on how much of their own culture another character shares, instead of an absolute "yes or no" value.
This way, you can follow the gradient of what culture is closest to which one, and you don't have to make unelegant things like cutting Aragonese off Castilian, or Aragonese off Catalan.
Far from a perfect system, but... it's something.
By the way, I've been trying to add the Catalan Counties they left off (No Empúries is UNFORGIVABLE, that lettuce-haired Hug of Empúries had been with us since CK1!) but I can't seem to make the additions work. Have you tried adding new counties?
