It's an overlay entity, which applies a texture to players view. In this case, an animated noise texture.

hey just a small comment what do i do if it at first doesn't work even though i have the base map? im am trying to fix it by uninstalling things and reinstalling them but it doesn't seem to work i'm going to try again but please try to fix that
