As stated in the comments, if you have not used the import/export functionality of MoveIt, the folder does not exist. You must therefore create the 'MoveItExports' folder to get the following path:
Windows: %LOCALAPPDATA%\Colossal Order\Cities_Skylines\MoveItExports
Mac: ~/Library/Application Support/Colossal Order/Cities_Skylines/MoveItExports
You will then just have to copy the xml file there.
