I guess that all depends on who you ask. Some adhere to the concordat, others do not. Talos is still a divine to many, but equally, there are those who have denounced him.
The stats are debatable for change. For example - Shout reduction at 20% to match the amulet, as well asd 20% from the ring, and 20% from the blessing was ridiculously overpowered, hence the 10%. I tried to match all the rings to the same reduction in comparison.
However, with stat increases I understand it's quite different, compared to percentages. I may boost all stats to 10 points, whilst leaving percentages as they are now.
* increasing the bonus of most if not all of these rings to the same level as the amulets, because lets face it, a 5-point stat increase barely makes it worth equipping.
* increase the frequency of their appearance at low levels, when they are most likely to be useful and appreciated.
* add a full inventory of these rings to at least one vendor; I recommend Madesei in Riften.
