I know this maybe a point of contention, hence I’ve always inserted quotation marks around “vanilla” to highlight my interpretation of the word. Many people consider DLCs to be vanilla (and others have considered it to be base-game only).
A vast majority of players play with 3+ DLCs (purchased as a bundle), which ultimately redefines what “vanilla” is. The DLCs are already downloaded and patched into the games, regardless of whether it’s been purchased or not.

What does Metro Overhaul Mod do? I've seen a lot of mentions of it on game forums, but I've never tried using it.
St York Quay station is always overcrowded. I'm looking for ways to resolve this. Will the mod help?
