On the other hand, is it possible to make the endgame nations form again like this? I've tried to do it myself but without success and I can't find any mod that does this or the above updated.
Maybe I'm running into a bug of some kind, but without the Formable End Game Nations mod you have, I could not form several End Game tags; Spain and Germany were the two notable ones I had found. Even if I remove all restrictions, I do not have the decision to form Germany, only all of the minor German states, e.g. Anhalt, Ulm.
The formable end game nations mod fixed the Spain issue by providing a new decision for militarily forming Spain, but unfortunately did not add that for Germany, only Hanover and Westphalia. Any help is appreciated.

New settings:
Enable forming countries multiple times (by default disabled to avoid exploits)
Enable forming countries based on accepted culture (by default only primary culture is used to avoid strange tag switch)
Also added more nations.
You may also consider to add colonial nations, like if a player annexes many American culture provinces and shift culture to it, then be able to form the USA.
