So for your mod I had to modify the code to force an 1800 start date, which is why I suggested the change.
There were horse trams before 1810, particularly in industrial freight service, and horse-drawn wagonways in 1700s (the Early Rail Series #1 mod starts them in 1800).
Apart from that, the early start year mod can change the start year of 1850-vehicles down to 1820.

Tram : cargotram
You probably juist have to scroll up? Your Line is called "Memphis Food...", the first line on your screenshot is called "Memphis LT". "Food" should be before "LT" in the line manager. I see at the scrollbar that there are any lines before "Memphis LT".

I opened and pinned the line so you can see that it is created.
At any cargo depots/stops.
As even on level ground I have never seen any of the trams reach their max speed or even the max road speed. It always stops at about 21 MPH or about 33 km/h. And yeah some can't even reach that speed, but for those it stops at about 15 MPH or about 24 km/h.
So I think they are all a bit under powered for the cargo loads.
It's the only vehicle in this mod, where i raised the power compared with the original vehicle. The vanilla horse trucks has the same problem, when it's very hilly. Maybe horses are simply not made for high-angle streets.
- Add horse tram
- Add longer & shorter versions of some other trams
by the way:
I will release another cargotram mod very soon, with little trains like industrial railways :)
trams are such a nice niche between trains and trucks, very useful
