I will still give this a go sometime, right now I have more modds than I know what to do with.
My problem? I constantly lose infamy for no reason. Now everyone hates me and won't talk to me. Fun!
:D I can't teach you modding, it would need a lot of time. But I will point you in the right direction:
-first, you need Skyrim's "Creation Kit" to make your mods. You should find it in Steam's software's library for free;
-next, you need to know how to program scripts, specifically Skyrim's papyrus language (http://www.creationkit.com/index.php?title=Category:Papyrus);
-on http://www.creationkit.com you can find lots of good reference material on how to mod Skyrim, but googling can sometimes be even more useful;
Modding can be hard, not to mention the Creation Kit crashes a lot (I always had to make backups of my scripts just to be sure :D ), but with enough free time and patience, it's lot of fun :)

My idea is to make the Infamy rather rise with the overall bounty collected and maybe, just maybe make every town/city independend, so maybe I for example really like Whiterun after I killed Faengar so I won't commit any more crimes there but kill and steal a lot in Windhelm because screw Stormcloaks. Shouldn't i be a lot more feared in Windhelm than in Whiterun? I think this could work when making the system work based on the bounty rather than on the committed crimes. I know it's a LOT I ask for but I really enjoy the mod as it is but... this would make the whole thing so much more realistic and more worthy for RP porpuses.
I decided to use this mod for several reasons, but it did not have them.
one day, I walked into riverwood and decided to kill everybody, but after I downloaded the lucario follower mod, he decided to ignore me. Alendrien Awesome Betwayed by his own pokemon!!!

I didn't even need to hurt or even punch anybody. I talked to a few, ran itno them, and GOT infamy. WTF?! Now I can't even get Spellbreaker for finn's sake...

On a second thought, I understand you can't play the main quest line if you're the bad guy... That's not reasonable. I should try to find a way to fix this.
This mod aims was to lock some quests if you are "the bad guy", so I can't change it (have you ever played Daggerfall or Morrowind?).
So, I understand you don't like this idea, but if I change reputation removing it, this mod becomes completely useless.

Personally I can't stand them lol: I mean, they know you're an assassin, but they let you come closer... I don't know, man lol
To be honest guards only caring about crimes only if you do it front of them is pretty realistic imo. I mean they live in SKYRIM, a very dangerous place that's only getting more dangerous due the war and dragons. Guards may be willing to upload the law and arrest you if you have high enough bounty, but they won't go out of their way to track your ass down.
A combination of laziness and self-preservation tells them to just keep their head down and do their jobs. I think the way guards handle crimes could of been done better, but I like how they have a more..well "personality", then the guards had in Oblivion.
Making a mod that checks if you are a good guy for certain quests is not really difficult, but it means making a lot of different modifications that in the end may probably break something.
yh, I hate guards when they say that. It's like they only care of your crimes if you commit them right in front of them. It was very different in older TES games like Daggerfall and Morrowind.

Don't forget the other TrueRPG mods I made: "infamy system" is only a part of the whole TrueRPG project.
Sure. Infamy increases if:
-your bounty increases;
-you complete most of the dark brotherhood's quests;
-you complete most of the thieve's guild's quests;
-you complete most of the daesdra's quests.
How it works is actually pretty simple. Earlier The Elder Scroll's games had a similar system, though (except for Oblivion and its Fame/Infamy system) it was faction based.
I'm glad you like my mod, though I really whish I could do more... yet, I couldn't. I'm sorry.
You may wish to include a more comprehensive list of things that change, and how they change as you commit crimes.
Do you need to get caught, for instance?
