Not sure I completely understand the removal conditions. Are you saying that you'll break your game (i.e. unable to repay loans) if you remove this mod before paying down loans to the base game levels or less?

Today I use sandbox mode and 'loan' myself money interest free (by adjusting the balance) and pay that down before and real loans.

No challenge if you use the no cost mod a loan makes it so there is one.

Have you found a way to adjust interest? I was thinking of making a similar mod, but with higher costs for higher loan amounts.

You don't really need a loan as you can use the No Cost mod to give infinite money!
