you are right, have not thought about that, thanks for the input :)
The logic of TPF2-Feature with more cargotypes per town doesn't create more demand. It just changes the demand for more variety of cargo but the final sum is the same. So that feature doesn't change the needed number of industries per town.
But it depends on how good this demand is balanced through all towns. If one cargo is demanded more often than others, of course, the calculation doesn't work anymore. And if i understand it right, the possibility to change the town growth factors will heavily change the amount of cargo a town will demand.
In the end, it has to be investigated to check if there is something odd, now. But with the feature of dynamic creating industries on runtime, there is no need to have enough industries at the start. I suggest just activating that feature and you will be saved. This mod will only be needed if you want to adjust the number of towns and industries.

1. the option for that can be set to 0, but the generator will still create 2 industries. Not much we can do about that. I see your point as it would be still very handy for some people but i don't have any interest in that, i'm sorry.
(You can locat the base_config.lua in your game folder if you like to change it manually, its line 308 which is called "maxNumberPerArea" of industry. There you can change the value to zero with a text-editor)
2. the need to make complex lines and more logistical decisions is the reason for my mod pack, the other 2 will already help with that and more will come sooner or later. This one doesn't change the given ratio of the game, it just corrects the ratio of the generator to match the given requirements :)
I would very much like to see a mod with reduced industries of none at all so you can build them your self or are forced to make complex lines to Serve all the towns.
