They can't currently be tempered since they're still cloth despite being categorised as shrouded items.

you transform cicero clothes into leather armor or elf armor?i ask because the temper of leather armors give less defence than others light armor(no leather perk for 2Xtemper)
shrouded armor(leather armor) have same base defence than elf armor but elf is better with temper :/
