the spell is in the house owned by the people who own the whiterun stables.When you first come in in the far room that is straight ahead it is ontop of the dresser/table that is in front of the bed move some things of of it and there should be mini trap door and when i say a mini trap door it is TINY.

is there a command to get it without lookting for it ?

If you cant find the door, Fast travel to Whiterun Stables. Go into the house there that is owned by the people that run the stables. The table is in the back of the house through the doorway at the far side of the house, slightly to the right as you enter the house
