Just to double-check, have you completed the Eye of Magnus quest?

MGRRogue is a quest included in the default game so I'm not sure what happened there. Sounds like Steam didn't pull down the mod correctly or perhaps something else is affecting that quest.

I can only assume there was a hiccup with the Workshop then. I appreciate you re-downloading the mod from the Nexus and giving a second shot!

I honestly don't know how that happened but I'm glad you were able to complete the quest!
Not sure what's going on there then. Do you have an affected save file handy?
Also, try the following console command to get the Rogue Wizard quest going: "startquest mgrrogue"
That'll bypass the dialogue needed to start the quest.
Have you completed the Eye of Magnus quest already?
Did you encounter the wizard in the dungeon marked by the quest or elsewhere? The only way the quest would fail to update is if the alias for the Insane College Wizard was not filled. And the NPC wouldn't exist in the world if that was the case.
