Well, For Blender? I dunno, it took me some few weeks to learn, but you might can try it by watching some tutorials around youtube. Like, Blender Basics.. etc.

Oh well, Just like sanek said, DrVrej uploaded a video about making a SNPC by your own, You might can check that out. I learned how to use lua folders by his video even though I have 0 knowledge at all, so you might can use this video as a reference as well! Good luck.

But a problem? C++ , C# Programming languages is using a lot of mathematics
If I want to build mod, map doing 3d modelling I have to use mathematics to do .
But I very bad on mathematics subjects how can I do?

Idk what he's yapping about. Gmod uses LUA and it is possibly the easiest language to use of all. time.

There was a major update to LCPACK in GTA5 ! Lots of PEDs included! Why don't you try porting them? :D

I'm not sure if you will be able to make it, but it would work better in this addon than current NYPD to be honest.
