You can also use it in a high residential commercial or office area, especially near a pedestrian or bike path. I don't really know how parking works, or if it's necessary to have these but I use them for the cosmetics.
You take a car, you see, you drive it to the entrance, you take a ticket, you put your car on a parking spot, you go on with what you have to do, you go get your car, you go where you have to pay for the parking time, and then, you exit the place... ;)
More seriously, the basics of the game about parking are simple and are just like IRL. But, some assets are just aesthetic. This one actually works as intended.
