And yeah, I looked into making a card deck before too, it seems pretty complicated lol.
I have never played these versions, and I've never played Pandemic, so I can't speak on if all the pieces are there or if it includes everything you need (I assume the setups have everything). I have played Betrayal in real life before, so I know what a setup would need and how things would need to be placed.

As for making a new setup for those games, or making scans, I'd say try finding other setups and existing assets first. And technically anyone can use assets and scans in setups in the workshop for their own setups (my setup here for Betrayal is literally a merging of others' workshop assets, and then I organized, improved, and fixed a lot of things for the better, in my opinion, of course). So, anyone could use the following setups, and copy/paste them into their own to try to make it better.
And if you were wanting to have multiple saves for a game, like Legacy games, remember you can always save a state of a game in Tabletop Sim.
I could certainly scan Baldur's Gate if you'd like. I'm on the fence about tearing open Legacy however. If you're down and we can't find anyone else willing to scan I would; my friends that showed interest in Legacy were all international, go figure lol.
As a side note, my tabletop sim workshop items came about mostly because I wanted to make/enhance that game/setup to play with my friends. So, in a way, they're all personal passion projects.
So, I for sure am not against making other Tabletop Sim workshop setups, but it'd probably need to be something of a personal passion quest. And if the game doesn't exist in the workshop yet, then it's basically a 0% chance I would go buy the game and scan in everything just to make a setup for it (I'm not a tabletop game collector/enthusiast).
I hope that made sense, and that it was clear I am speaking inoffensively. I do enjoy playing any game with friends, D&D included lol.
Related to this, I also recommend locking the room tiles in place once you place them.
For your situation, I recommend using this setup, then preparing it for WW, and then creating a custom save for it in your save-games folder in Tabletop Sim. Then you can load it from that state whenever you want.

If that isn't your thing, there are other setups made by other people you can check out.
(?) Are there any major differences between the room tiles at default on the table, and the default+WW tiles in the WW's "Components" bag?
I know that they look different (the tiles on the table have less contrast, while the tiles in the WW bags are darker/have more contrast) but I don't remember the exact reason why I kept both sets.
(?) And: If there are no major differences, would you like an update to the setup to remove the redundancy of having 2 sets of base-game room tiles?

I don't get anything from making this, other than the satisfaction and happiness of knowing people also like and use my setup.
And the same stuff basically applies to my other tabletop sim workshop stuff. I make stuff for myself that I couldn't find, or I try to improve on something. Messing around and making setups is like, as if I was playing Minecraft or Legos or something, I enjoy making stuff.
Sorry if that was a lot to read, I wanted to explain the setup and myself a decent amount lol. I hope you try out and enjoy my setup, but of course, use whatever setup that suits your style and needs.
I also did a few minor things. I resized pieces and tiles to make them a little easier to use. Like I made the character tiles a little bigger and the little rings for the numbers. I also tried to organize things well on the table and in bags. I also try to listen to the comments for any suggestions, one being to make the room tiles bigger. I also added the mouse-hover tooltips.
I suppose you could say that I made "Quality of Life" changes. I have played on one other setup before, and I noted some things I could make better for myself. So I made my own setup how I would like it, and shared it, so that anyone who also likes it this way can use it.
It most likely has to do with something on your end, I don't think there's anything I could do. I suggest maybe completely removing or uninstalling this setup from Tabletop Sim, and try to resubscribe to this setup. If that doesn't work, you could try uninstalling and reinstalling Tabletop Sim. But if this is all from a file on Dropbox that is missing for you, I honestly don't think that would help.
So, TLDR; I don't think I can help you, I'm sorry. That file is not a part of my Dropbox or uploads, so I don't even know what that file is being used for.

So, generally, all images, textures, objects, etc. of Workshop setups are stored on the Steam Cloud, which is Steam's version of like Google Drive or One Drive or iCloud. If something isn't loading properly for you, it might have to do with Steam's Cloud servers, your Internet Service Provider, or something blocking it, like a firewall. Everything works for me and I can see all textures and images, and I'm sure most people who use this are also fine.
You would have to diagnose the situation yourself, I do not think I can help much with this, since for me, everything is properly uploaded to Steam Cloud and everything works and loads fine.
So, to reiterate, to use the Traitor's Tome;
(1) Pull it out of the black bag,
(2) On the Tome, Right-Click > State and choose the Haunt number as the State number,
(3) Put it into the person's hand,
(4) Flip the tomb over using "F" to reveal the information on the other side,
(5) Remember, you can use "ALT" to view the Tome (and other objects) zoomed up in your HUD
When you pull out the Tome, it will be an object like the Rule Book or the Secrets of Survival Book. The back of the "card" will show a number, and that is the Haunt number. The other side of the "card" will show all the details of the Haunt.
To change the Haunt, you Right-Click > State and choose the state-number that corresponds to the Haunt number. For example, state 25 is Haunt 25. When it is in someone's hand, it'll be like a card, and no one else can read it except the hand's owner.
I have a problem with opening the haunt menus. It says that the images wont load, may you help?

@jewelshadow Do you mean for the room tiles? And/or character tiles? I could technically add the hover tooltips to many things. If it helps, holding "ALT" while hovering over something will show you any piece/tile/card/etc. zoomed in to make things easier to read. Adding tooltips for everything would take a decent amount of time. Would you still like me to add tooltips?
