@Idle: Got the government ideas working again. I already had the custom attributes on the base reform, the issue was that Governments Expanded had changed their mod name which f-ed up the loading order. Had to change the name in my dependencies.

Thanks a lot Morrolan for the suggestion i wish my stupidity didn't stop me from thinking about re-download them.
It could also be that the steam workshop has't updated the mods well. Try deleting the contents of your eu4 mod folder and letting steam redownload everything for you.
If neither of those things work, we could do some manual testing. You could zip to exact files you're using from your mod folder and send them to more or something. But first please double check the above options.

That's some serious bug haha, i'm only using Mission Expanded and Gov Reform and Idea Lite.
And yes, GE update did probably break stuff. Taking a look now.
