However, I find the scenarios way too restrictive in terms of landscape. Way too many mountains to expand. Negative from me.
Sure, check out the scenario creating guide and you can do that by yourself. Just increase the BirthRate.

Be aware that if you complete the last milestone you're better off moving on to a new scenario, as population seems to be capped at around 70
