I just started a new game since the 4.0 patch and my homeworld has 94 districts.
Yes, it does double the number of districts a planet can have, But...
Normally, the planet will get a number of Planetary Features that determine the number of Energy/Mine/Farm districts a planet can support. So, a Size 20 planet might have 12 to 15 districts spread across the Energy/Mine/Farm.
It worked this way in 3.14, now however, the number of districts are x2, the Energy/Mine/Farm are not.
gotta have this mod. planets fill too quickly
My planets are very, very large and the districts seem to be far less than they were before
Despite what the launcher says, it also works in 2.2.6
