its not just adding an model and adding animation, it require the script for make it work, not only the script for make it work ingame, but also the script for make the engine recognize the animation and all, and thats a big problem. only devs can do that actually. the creation kit possibility is limited, also the engine of skyrim is limited .as exemple: its absolutly impossible to implent correctly an hydra or cerberus that use multiples head to move, as it is impossibe to implent in the game an complex skeleton. the max possibility is to add some "small" stuff like the havok mix for create HDT and else. i say small as this is almost nothing compared to re-create completly an new structure in the game (except for devs with stuff they have for make the game of course) but of course HDT is already an fucking crazy thing to do.
so, for make simple. they are actually (and probably never) no possibility to implent rifle or crossbow without the dlc.

but its just not possible as the crossbow system have been implent by the dlc dawnguard, system, animation and all requirement used for a rifle mod is not on the vanilla game, only added by dlc. without dlc, thats require to re-create completly the same (or similar) system than the one added by the dlc and this is out of possibility for a modder as it use/modify directly the core/engine of the game (and trust me, no way to do this even by copying the dlc files required for put them in the vanilla game only)
