I have no idea about the people who get this glitch without using any timescale mods, or those who simply use the console to alter timescale, I imagine the vanilla glitch is somthing to do with time moving differently indoors and out?
The slow motion does not last a consistant 1.5 seconds however, it ranges from 1-3, but since installing this and putting it below my timescale mod I have not seen excessive slow moton from this perk.
I hope this information from my experience helps some people out.

i blocked an attack from a forsworn then i was going slow for 5 minutes XD
