Swapping sprawl for Empire size and removing the ability to mitigate the effects has gotta the dumbest thing the devs have done yet.

I believe it is Wolfblade, but I am not completely sure. When I initially made it, to test it, I loaded a game I was running previously without the mod and it worked. I did not really proceed very far into the save game though so I am not sure if it caused any other issues...though I do not see why it would.
