I do agree that Albert I has a much more positive and almost legendary status and I'd love to see him in game.
There's some others which I would like to see; Prince Charles, Count of Flanders could give a cool spin on the civ for example.
Leopold I could have interesting political gameplay too. Imagine that when a city revolts and a becomes a free city, Leopold gets a prompt to immediately loyalty flip the city or something. (Considering he got offered both Greece and Belgium after revolutions.)
A much more likeable leader, and a better one too! He got his country through World War One saving as many lives as possible. His traits can be defense related (he visited the front lines regularly, he was a proponent of the flooding of the lands that held off the Germans near Ypres etc) or humanitairian.
Alternatively, consider his wife, Elisabeth of Bavaria, Queen of the Belgians, who was a front-line nurse during World War One (yes, while she was the queen already).
