@joanne.sheratt1 Reinstall the pack, if that doesn't work then You may have a mod conflicting.
What does your console say when you try to spawn it,

Heyo i'm the zombie clone wars founder (as starkya mentioned) and that scuba trooper is awesome ! You gave us the idea to make a flooded area where scuba trooper hide. Thank for your amazing work !

@[Toxidation] They are a seperate addon. In this version they all have a slow pace but in the future I will add running zombies.
