Not sure, I've not encountered this problem, if you mean the burgundian lands of french culture, this is because they were historically ruled under a PU as with the other Burgundian Netherlands. This was never added to the game due to the diplomatic relations limit, I worked around it by adding a national modifier to burgundy through an event at the start of the game.

No problem :) As of now there are no plans to expand the provinces yet, but to change some around for sure! defintly around the liege, loon and upper guelders and breda.

I fixed the dip mana issue for burgandy by adding an event that fires within the first 5 days of the game that adds a modifier to give extra relations, +1 dip rep and something else that I forgot
