If you want to know why:
"Additional"- By using "new" it is unclear whether these pharohs are related or unrelated to the starting pharoh. So one way it could be misinterpited is that this building is needed to respawn your pharoh, and that you need a new building every two times he dies. By using "Additional" you state that these pharohs are independant of the starting pharoh, and thus, new units..................................
