There is a glitch where after you exit werewolf form, your head is replaced with a normal head. However give him a beard and a iron helmet, you got yourself a tf2 heavy with hats.

Combine this, a repeating crossbow, heavy's voice lines for food and implement the showdown taunt that would shoot a bunch of bolts at once and you are indeed sandvichkiin.
