Today Paradox will release a new patch (2.3). I'll update this mod at weekend, as 2.3 reworks ringworlds.
@Bullet Ferret: Now you're able to build (and destroy) Artificial Mines in planets with Artificial Deposit feature.

The civic turns your homeworld into a tomb world regardless of the one you select. so when the game starts, the ring world section that would be the homeworld stays a tomb world, with 3/4 of the ring world finished. Not sure if thats something Im doing wrong or not but hopefully you can fix that. Regardless, great mod, thanks for the effort you put into this mod. :)
