Guards and other npcs that you have met in areas will RETAIN the xp they have gained, So be careful for staying any city for too long.
And yes if you import your game all npc's stats will be reset to their Vanilla values.
Most of the xp gain you will see will be starving bandits when you fight them. As the xp Boost for fighting stronger opponnents will be very high if you face such a low level. So a hungry bandit will be come a god for a split second then die instantly lol.

if you want less op hungry bandits turn down the NPC render distance
ill have a look at it, may be a possible conflict with other mods
Basically any NPC loaded and in range of the current scene you are in will have increased xp gains as well as you.
the factor they gain xp can vary and will generally not be as quick as yours maybe like one tenth the rate you gain xp probably even less.
