As you go thru the game you will eventually gain enough points to level most of your skills. The vanilla game allows you to put one point in a skill every level up and access to those skills is staggered. You will eventually be able to max out a skill at level 100 in vanilla. This allows you to go from 1 point to max points from the start. If you had a cheat mod that gave you 10 skill points a level up for example, you could place ten points into the most powerful skill at level 1. All skills are unlocked and you can build what you want with no limits. If you have not played thru once this will be OP. It is for those who just want to have fun after experiencing the game. Hope that helps.
