Question, is it possible for you to just make Korea unable to expend outwards as an AI? Or to only go to war take back their core and that's it?

That is an interesting point, and might be a useful mod on it's own, though that is not really within the scope of this mod, as it is only meant to affect the behavior of AI Manchu. You can try publishing your own mod, as you can achieve your desired effect very easily by changing the Decision files for Qing and Manchu. Modding Eu4 is super easy and I ecourage many players to try it out for themselves. There's even a modding guide on the EU4 wiki.

correct! however a culture shift from any other nation would permit more freedom of ideas when playing and would even allow custom nations to form manchu and qing

I believe the Manchu tribes are the only tags with manchu culture in-game.

to form manchuria you need to be one of the preset tribes, Jianzhoi Haixi etc, rather than JUST having manchu culture as the only requirement, which makes far more sense

Jianzhou is too OP, they formed qing by 1520 and killed ming before 1600 in my game.

After installing the mod, I noticed Korean provinces suddenly have a massive coring cost modifier. Is it not possible to prevent this from happening to everyone but Jianzhou/Manchu/Qing?

Just a heads up and general hint, Triggered Modifiers are known for causing a fair amount of lag when stacked up. I'd recommend shifting the modifiers to Event Modifiers, triggered by hidden events, with an expiration date.
