Report a translation problem
You have a list of items somewhere, and when you add one to the game, you can tweak the stats, as well as the enchantments (with a new custom item you first duplicate the item you like). Then when you want your own enchantment you need to go to the enchantments and also duplicate one you like. Then you can tweak the stats of the spell, change effects, etc. After you're done with the enchantment, you give it a nince name and then go to the item you wanted to enchant. There you can add it from the list of enchantments. Make sure to select the right type of armor for your spell (some can't be put on certain things).
You could also make a recipe for the enchantment. This is very easy: just find the list of recipes, make a new one, select the item and your enchantment, and add it. (almost the same as making a recipe for armor).

And the IP (I think you mean the item codes) you can get those from the console (help command) and I don't even know if they are the same with everyone.
