Dramaru , you can not use a special action to rotate the inner most wheel (Page 6 of the rulebook). This only rotates during the Administration Phase. Pressing the Administration button next to your player area will rotate all the wheels at once.

I'm kind of far over the steampunk thing and I generally wince away from it. I never would have even looked at this had you not put all the work in (and what those circular rondel thingies?). This is a billionth proof that TTS actually helps game publishers. Now I have to actually check this out.
