Of course it doesn't close if wheel is outside. It's an automatic safety measure.

when the wheel is out the hatch won't close

Just checked the front hatch. Nothing is wrong.
Hold O and make sure the wheel fully goes into the hatch, then press ; to close it. XD

Very nice! I love the V bombers. The hinges flipping in the new version is from a bug in v.45a where the hinge will flip when placed on a heavy block. It was fixed in v.60
