Or... can you grant permission for others to update this in your stead?
The last game update was over a year ago. And it looks suspiciously like the devs have abandoned the game to it's current state, so I doubt you'd have to worry about future game updates breaking mods again.
About the only thing you can do with the water storage is make the tank bigger, or double up on them, call them pressurized storage, and give them a much higher fill and empty rate, or better yet, combine the oxy and water into one tank, still call it pressurized storage since you'd naturally use the oxy to pressurize the water, and increase the flow rates of both.
As a matter of fact, there is already an anomoly discovery in the game about discovering ice 11. If you really wanted to, you can change it to create a breakthrough that allows for "ice 11 towers" with little/no energy requirements.

Yes water is incompressible.
